Programmes for CLMV Countries towards Development of Effective Community-Based Treatment
In 2013 and 2014, the "ASEAN Plus Three (China, Korea and Japan) Conference on Probation and Non-custodial Measures" was held to promote community-based treatment and exchange its practices. The "Roadmap for ASEAN plus Three Probation and Non-custodial Measures Cooperation" , proposed by the Thai Department of Probation of the Ministry of Justice (DOP), was approved at the ASEAN Plus Three Senior Officials' Meeting held in August 2014. The Roadmap aims at promoting community-based treatment and reducing disparity in its application within the region. And in line with this, the Thai DOP, the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) and the Thailand Institute of Justice (TIJ), with support from the Japan International Cooperation Agency (JICA) and the Rehabilitation Bureau of the Ministry of Justice of Japan, organized a series of seminars in 2014 and 2015 to promote community-based treatment in the ASEAN Region.
Through these seminars, it was recognized that the CLMV countries (Cambodia, Lao PDR, Myanmar and Viet Nam) were underway to establish community-based treatment as a part of their criminal justice systems. Hence, the Thai DOP, the Thailand International Cooperation Agency (TICA) and JICA, in cooperation with UNAFEI, started a programme entitled "Third Country Training Programme for Development of Effective Community-Based Treatment of Offenders in the CLMV countries" (hereinafter referred to as the "TCTP") in 2017.
The overall goal of the TCTP was to establish and develop community-based treatment in the CLMV countries. During the TCTP, the participants from CLMV countries reviewed international standards and norms on non-custodial measures, and learned Thai community-based treatment system and practices. Also, the participants identified the challenges in developing community-based treatment and non-custodial measures in their countries, including the lack of responsible agency or department for community-based treatment, effective coordination among stakeholders and appropriate measures for violation of the conditions of supervision.
In order to achieve the goal of the TCTP, UNAFEI organized a series of follow-up seminars to share and assess each country's progress, share Japanese practices focusing on the issues related to the challenges identified in the TCTP, through study visits and lectures, and strengthen human networks among participating countries.
