Technical Assistance to Cambodia for Development of Community-Based Treatment
The Cambodian criminal law provides for some community-based options (e.g. community service), but they are not applied in practice due to lack of legislation governing community based treatment, including for its responsible authority, etc. Given serious prison overcrowding in Cambodia, development of community-based treatment is crucial to reduce prison populations and ensure proper prison management.
UNAFEI undertakes this programme in partnership with the United Nations Office on Drugs and Crime Regional Office for Southeast Asia and the Pacific in Bangkok (UNODC ROSEAP). This programme targets Cambodian officials from the Ministry of Interior and the Ministry of Justice, and aims at sharing knowledge and experience which will contribute to the development of legislation and national policy in Cambodia towards the establishment and implementation of community-based treatment. The programme shares Japanese system, experience and practices, through a study tour to Japan and on-site workshops, and intends to deepen understanding on community-based treatment measures including for high-risk offenders (e.g. violent extremists and terrorists).
