UNAFEI’s 60th Anniversary Event

We are very pleased to announce that UNAFEI held its 60th Anniversary event titled “Creating Inclusive Societies: Approaches to Reducing Reoffending” in a hybrid format (at the Ministry of Justice and online) on 21 October 2022. The audience was very much impressed by the insightful and inspiring lectures from the following three speakers:

Event on Reducing Reoffending with PNI Experts (18 - 21 October, 2022) concluded.

From 18 to 21 October, we invited 12 experts (9 experts from 7 of the United Nations Crime Prevention and Criminal Justice Programme Network Institutes (PNI), together with 3 observers) to UNAFEI for an event on reducing reoffending. The main theme was “Enhancing Technical Assistance to Reduce Reoffending and Promote an Inclusive Society”. The experts explored effective technical assistance for reducing reoffending in developing countries with limited human or material resources. Due to the Covid-19 pandemic, personal contact between the PNI had been restricted for several years, so on this occasion, we were very pleased to hold an in-person meeting to enhance the PNI network.

Study Tour for Cambodian Officials on Community-based Treatment

From 23 to 31 August 2022, in collaboration with the United Nations Office on Drugs and Crime (UNODC), we invited 14 government officials from the Kingdom of Cambodia, led by H.E. Mr. Pao Hamphan, Secretary of the Ministry of Interior, and H.E. Mr. Kim Santepeap, Secretary of the Ministry of Justice, to UNAFEI for a study tour on the community-based treatment of offenders, specifically focusing on the parole system. This was the first in-person study visit for UNAFEI in about two and a half years since the Covid-19 pandemic. Due to the ongoing nature of the pandemic, lectures and site visits were conducted with procedures to prevent infection. We hope that what the participants learned during the study tour in Japan will be beneficial for the development of the community-based treatment system in Cambodia.

UNODC is preparing for a global awareness-raising campaign on the occasion of Nelson Mandela Day 2022 on 18 July, which will be entitled #DignityUnlocked. It will encourage users to upload video clips (60 seconds max, w/h English subtitles) or other illustrated content on social media, in particular Twitter, between 12 and 19 July 2022. For more details, please see the following flyer. Please feel free to join the campaign and to post the flyer on your websites/social media. (Kindly note that all tweets/posts that will be used as part of the campaign should be branded with #DignityUnlocked.)

UNAFEI found some fake websites with some images of genuine websites of public institutions, companies, other organizations. Some of those have links to malicious websites and you will be implicated in cybercrime if you access these sites.
When you use websites in unusual ways, such as accessing other website through URL link or unfamiliar sites, please be sure to check the domain name of URL by putting your mouse pointer on the links or checking addresses carefully.
When a domain name is thought to be suspicious, for example, it has no indication related to public institutions, please check the URL of genuine website by using other search engines and taking other ways. You should not easily click suspicious websites and contents in those sites.

The online training for the Parole and Probation Administration in the Philippines has successfully concluded.
UNAFEI conducted an online training course once a week from 19 January to 11 May 2022 for the Parole and Probation Administration (PPA), Department of Justice in the Philippines, in collaboration with the UNODC and with the support of Dr. Raymund Narag from Southern Illinois University, Dr. Clarke Jones from the Australian National University and Mr. Tyrone Mattison from the Global Justice Reform Initiative. The training course was on the subject of principles of effective parole and probation and was composed of 16 sessions, including lectures by the instructors, presentations by the participants and discussions. In particular, the participants actively discussed the proposed new measures for probation and their pilot implementation, which have been under discussion since last year. UNAFEI will continue to cooperate with the PPA's efforts to enhance community corrections in the Philippines.

Director Morinaga participated in the TIJ’s Executive Programme as a lecturer

On 2 March 2022, Director Morinaga delivered a lecture in “The Executive Programme on the Implementation of the International Standards and Norms in Crime Prevention and Criminal Justice” organised by the Thailand Institute of Justice (TIJ). This programme is designed as a capacity building programme to support justice leaders in their design and delivery of effective and responsive criminal justice strategies and actions, looking ahead at the challenges of justice reforms and the future of criminal justice. On 2 March, the fifth of nine modules was conducted on the theme of “Guaranteeing access to justice for all”, where Director Morinaga gave an overview of juvenile justice and child protection in Japan in the session “Promoting child-friendly justice design”. The lecture was followed by a lively Q&A session, during which participants asked a variety of questions, including about the age of criminal responsibility. Both UNAFEI and TIJ are members of the United Nations Crime Prevention and Criminal Justice Programme Network Institutes (PNI). UNAFEI will continue to collaborate with TIJ and other PNIs to enhance each other's activities.

ACPF:
The Asia Crime Prevention Foundation (ACPF), established in 1982, greatly supports UNAFEI programmes by providing various activities for the participants, such as friendship parties, co-organization of a public lecture and study tour programmes. ACPF is a non-profit foundation and an international non-governmental organization, whose main purpose is to support UNAFEI activities. ACPF has been granted General Consultative Status, the top category of UN NGOs (international nongovernmental organizations that are granted UN consultative status). ACPF has many branches overseas and in Japan.

The online seminar for officials in Kenya has successfully concluded.

UNAFEI conducted an online training seminar for Kenyan officials involved in juvenile justice from 7 to 10 February 2022. The seminar was organized in collaboration with Kenyan government officials who are involved in the management of the Child Care and Protection Officers Training Programme UNAFEI’s seminar aimed at training trainers for the Child Care and Protection Officers Training Programme. The participants from institutions such as the National Police Service, the Department of Children’s Services, the Office of the Director of Public Prosecutions, the Judiciary, the Probation and Aftercare Services and the Kenya Prisons Service delivered mock lectures and attended lectures by UNAFEI and trainers from the government of Kenya so as to gain necessary skills and knowledge to become trainers.
