Director MORINAGA participated in the intersessional meeting of the United Nations Commission on Crime Prevention and Criminal Justice as a panellist
The intersessional meeting of the United Nations Commission on Crime Prevention and Criminal Justice was held in Vienna from 10 to 12 November 2021, and UNAFEI was represented by Director MORINAGA Taro and several professors. UNAFEI regularly attends the commission as a Crime Prevention and Criminal Justice Programme Network Institute (PNI).
The meeting including Thematic Discussions on the Implementation of the Kyoto Declaration was held in a hybrid format (in-person and online participation), and UNAFEI participated online. During Thematic Session 1, Director MORINAGA delivered a presentation as a panellist on Japan's commitment to preventing reoffending. In addition, UNAFEI made a statement on its recent activities during Thematic Session 3.

UNAFEI participated in the 1st Global Youth Forum for a Culture of Lawfulness
The 1st Global Youth Forum for a Culture of Lawfulness was held at the Tokyo International Forum on 9 and 10 October 2021, organized by the Ministry of Justice of Japan with the support of the United Nations Office on Drugs and Crime, the Ministry of Foreign Affairs of Japan and the Japan Federation of Bar Associations. The Forum was held in a hybrid format of in-person and online participants, and around 120 youth participants attended from 41 countries. UNAFEI professors, as well as professors of the International Cooperation Department participated and served as moderators in group discussions.
The overall theme of the forum was "The role of youth in achieving a diverse and inclusive society". Participants were assigned to groups to discuss specific agenda items: Group Session 1 (Agenda Item 1: "Reaching the Age of Adulthood and Participation in Society") and Group Session 2 (Agenda Item 2: "Crime Prevention and Criminal Justice in the Post-Covid-19 World – Youth Participation in Achieving an Inclusive Society"). After intense discussions in sub-groups and the preparation of draft recommendations in each group session, the outcome of each group session was reported to the plenary by the youth rapporteur, and the recommendations were then compiled and adopted. These recommendations will later be presented to the United Nations Commission on Crime Prevention and Criminal Justice.
As an institution that is making efforts to promote SDG 16 and its related targets, UNAFEI is pleased to engage in such a significant event aimed at empowering youth to become active agents of positive change.

On October 8, 2021, UNAFEI, in collaboration with the UNODC, held an online seminar for Cambodian correctional officials. Like the seminar held in July for criminal justice officials, this seminar also introduced e-learning material on community corrections which was developed as part of a joint project between the UNODC and UNAFEI. Forty-six (46) participants from Cambodia, including officials of the Ministry of Interior and directors at correctional centres and prisons, participated in the seminar. Cambodia established the National Committee on Conditional Release (Parole Board) in August, which is a big step forward. UNAFEI looks forward to working with the Cambodian government to enhance community corrections policies and practices in Cambodia.

On July 16, 2021, UNAFEI, in collaboration with the UNODC, conducted an online seminar for Cambodian criminal justice officials. This seminar introduced e-learning material on community corrections which was developed as part of a joint project between the UNODC and UNAFEI. Forty-eight (48) participants from Cambodia, including officials of the Ministry of Justice, judges and prosecutors of the provincial courts and prosecution, participated in the seminar. Cambodia is considering the introduction of a community-based treatment system, and the seminar enabled the participants to learn about community-based treatment and its practice in Japan.

Director Seto addresses at the 30th session of the United Nations Commission on Crime Prevention and Criminal Justice
The 30th session of the United Nations Commission on Crime Prevention and Criminal Justice was held in Vienna from 17 to 21 May 2021, and UNAFEI was represented by Director Seto and Professor Yamana. UNAFEI regularly attends the commission as a Crime Prevention and Criminal Justice Programme Network Institute (PNI).
The Commission was held in a hybrid format of in-person and online participation, and UNAFEI participated online. Director Seto delivered statements on UNAFEI's recent activities under Agenda Item 6e, and on an overview of Workshop 2 of the Kyoto Crime Congress under Agenda Item 9 which UNAFEI was in charge of planning and organizing.

During the commission, Director Seto, as a panellist, attended the side event on the "Follow-up to the Kyoto Declaration: Reducing Reoffending by new UN Standards and Norms" organized by International Affairs Division, Minister's Secretariat, Ministry of Justice, Japan in cooperation with UNODC, during which he presented on the detailed contents of Workshop 2.

The Kyoto Congress will be held from 7 to 12 March 2021. During the Congress, UNAFEI will be holding Workshop 2 on "Reducing Reoffending: identifying risks and developing solutions" on 8 March, 13:00-18:00 JST (4:00-9:00 GMT) and on 9 March 9:00-11:00 (0:00-2:00 GMT). The plenary and committee sessions of the Congress, including Workshop 2 will be webcasted in English on crimecongress.org. They may also post the recordings at a later stage.

UNAFEI has organized webinars for its alumni of international training courses and seminars under the COVID-19 outbreak, to maintain and strengthen the network and share the latest efforts and experiences with each other.
At the third webinar, with the Kyoto Congress close at hand, we took up the topic “Reducing Reoffending”, the main theme of Workshop 2 of the Kyoto Congress, which will be organized by UNAFEI in cooperation with the Thailand Institute of Justice (TIJ). UNAFEI Professor SASAKI Ayako introduced the Kyoto Congress and Workshop 2.
Also, a speaker from TIJ and two UNAFEI alumni (Malaysia and Papua New Guinea) presented the initiatives in their respective countries.

From 27 countries including Japan, over 70 participants attended the webinar and many questions were raised in the Q & A session, indicating their high interest in reducing reoffending. At the end of the webinar, we also introduced UNAFEI's ancillary meetings, in particular the reunion event for alumni(Follow-up to UNAFEI Training Courses and Seminars), and encouraged UNAFEI alumni to participate online.
